Heading for the Highland!

Tomorrow is our CAP reform surgery at the Royal Highland Show (1 till 3 at the Government pavilion, do pop in and ask us a question). In getting prepared today, I’ve dug out at least three sets of competing documents.

The official proposals tell us what the European Commission thinks. The Danish Presidency’s reports and policy debates tell us what the Member States, sitting as the Council of Ministers, think. And the draft European Parliament reports tell us the rapporteurs’ views on what MEPs think.

No-one has a crystal ball, and we won’t be able to state tomorrow with absolute certainty what the outcome of the negotiations will be in any given area. But if it’s clear that, for instance, most Member States and most MEPs think that a particular part of the proposals is unacceptable, then it’s a reasonably solid bet that that part will get changed.

More importantly – will I need my wellies?
